The Telegram channel was checked end to end: the pairing code, answers delivered to the chat, edits requested from the chat, and ✅/❌ approval of commands outside the allowlist were all run in the real app. A setting lets the Bot API address point at a local stand-in for such checks; it has no effect in normal use.
